Volunteers Celebrating Cleanup

With funding provided by its partners, Keep America Beautiful provides grants to Keep America Beautiful affiliates, other nonprofit organizations, community groups, and local governments to help them implement projects that are designed to build clean, green, and beautiful places for all to thrive and enjoy. KAB is committed to fostering community diversity, unity, and environmental sustainability. We believe a beautiful America is made up of proud communities and unique, interconnected people – and that the principles of diversity, inclusion, compassion, caring, equity, and justice are tenets of a better society for everyone.

Annually, Keep America Beautiful offers a community grant program that funds several different community improvement projects that are designed to support our mission and grantee partners. The following application provides access to the project grants that are available this year. Applicants are encouraged, but not required, to develop a holistic program approach to support their work, rather than project specific activities, by leveraging funding available through the various individual grant project applications contained herein.

As a comprehensive grant application, there are several components that you are asked to complete (time estimates to complete in parentheses).

  • Identify the grant projects you wish to implement (< 1 minute)

  • Provide an overview of your organization (3 - 5 minutes)

  • Identify the communities or areas served by your organization (3 - 5 minutes)

  • Complete the specific grant applications(s) (10-15 minutes/project)

Before completing your comprehensive application, we encourage you to review the grant questions here. Please answer all questions to the best of your ability. Incomplete applications will not be reviewed. If you need to exit before completing the grant application, you will be able to save your progress and resume completing the application later by clicking on "Save my progress and resume later" at the top or bottom of each page. You will be able to print a copy of your completed grant application at the end of the application. You must click "Confirm" on the final page for the application to be submitted formally.

As you plan your grant program activities, please keep in mind that Keep America Beautiful requires every grant recipient to complete a final report on or before the specific grant deadlines. For cash grants, grantees will receive 70% of their grant funding upon executing a grant agreement and the remaining 30% of their award after submitting and having their final report approved by Keep America Beautiful. Grantees also are required to post at least one photo or story on the Keep America Beautiful Do Beautiful Things website.

Funding awards and grant agreements are expected to be announced and executed no later than January 31, 2023.

Cigarette Litter Prevention Program (CLPP) Grant (page 1 of 3)

Program Description

The Keep America Beautiful 2020 National Litter Study estimated that nine out of ten littered items were 4" and less, with cigarette butts being the number one littered item in this category accounting for 9.7 billion butts counted on any given day in the U.S..

The Cigarette Litter Prevention Program (CLPP), now in its 20th year, is the nation's largest program aimed at reducing cigarette litter. Communities implementing a Cigarette Litter Prevention Program, consistently reduce cigarette litter by half based on local measurements taken in the first four to six months after a program is implemented. Since its inception, the program has been implemented in more than 1,800 U.S. communities.

An effective local Cigarette Litter Prevention Program includes four proven, field-tested solutions or strategies for reducing cigarette butt litter
  • Review local litter laws, including cigarette butt litter, and support enforcement
  • Raise awareness about the issue of proper cigarette butt disposal using messaging and marketing campaigns
  • Place ash receptacles at transition points to non-smoking area like beaches hospitals, or public parks; and
  • Distribute pocket or portable ashtrays to adult smokers

In 2023, Keep America Beautiful will focus on three primary types of intervention with a goal to increase cigarette butt recycling and incorporating technology into the assessment and collection program. Applicants will have the opportunity to focus on cigarette litter reduction through messaging, infrastructure placement or a combination of both.

CLPP Terms and Conditions Agreement

Please carefully review and agree to the terms and conditions below
  1. Age limit: No one under the age of 18 will be involved in the program in any capacity.
  2. Task force: Communities receiving grants will establish a diverse task force to execute the local cigarette litter prevention program. This CLPP team of stakeholders or task force will represent businesses, government, residents, code enforcement, media, and other organizations with a stake in this community program.
  3. Implementation strategy: Communities receiving grants will implement the four proven strategies for reducing cigarette butt litter as part of their local cigarette litter prevention program:
    1. Review Litter Laws and Ordinances for reference to cigarette butt litter. Support enforcement of the ordinances and appropriate fines.
    2. If focusing on messaging, raise public awareness that a cigarette butt on the ground is litter too. Use the current PSA’s and other online program resources to reach target audiences with this message through a variety of media.
    3. If focusing on receptacle infrastructure, place ash receptacles at “transition points” in the program area to support proper disposal of cigarette butts. KAB strongly recommends that questions on the selection, purchase, installation, and maintenance of ash receptacles be resolved as early as possible.
    4. Distribute Portable Auto and/or Pocket Ashtrays to adult smokers. These ashtrays give adult smokers a way to properly dispose of cigarette butts. (If preparing ROI, MSRP = $3 each)
  4. Cigarette litter scans: Communities receiving grants will conduct and report at least two cigarette litter scans: a preliminary scan prior to program launch, and a follow-up scan a minimum of 12 weeks after the installation of ash receptacles. Scans include a field scan which will include cigarette butts and cigar tips. Please make sure you're using the current scan document and scan methodology at https://kab.org/programs/cigarette-litter/resources/, in the Resources section. Please record the counts for littered cigarette butts and cigar tips separately.
  5. Report results: Grant-funded communities will report their local program information online to include:
    1. Program implementation summary including strategies, budget, community involvement and support.
    2. Data from the two cigarette litter scans (preliminary and follow-up scan). Scans include a count of cigarette butts and cigar tips, recorded separately.
    3. Information about ash receptacles purchased and installed: number, cost, make, and model, maintenance plan. Invoice copies may be requested by Keep America Beautiful.
    4. Plans for sustainability and expansion of the program.
